Ho Chi Minh City launches “System 45”, aiming to resolve more than 400 stalled projects

The HCMC People’s Committee has issued a plan to continue addressing difficulties and obstacles related to prolonged, delayed projects and works.
A key task of the plan is to review, compile, and build a comprehensive database of stalled projects after administrative reorganization. The city will collect data on 421 projects previously identified for resolution but not yet completed, as well as newly arising cases or those proposed by relevant agencies.
Projects will be categorized by funding sources, including public investment, PPP projects, and non-budget investment. They will also be grouped by sector, such as land, planning, investment procedures, construction, inspections, investigations, and enforcement.
This classification aims to clearly define the responsible authority for each project, ensuring the principle of “clear people, clear tasks, clear responsibilities, clear outputs, clear timelines, and clear authority.”

To support management and monitoring, the city will develop and operate a centralized database system for stalled projects, named “System 45.” This platform will integrate data, track progress, and receive feedback from businesses and investors during the implementation of solutions.
According to the plan, HCMC will complete the classification and approval of the list of problematic projects and officially put System 45 into operation in Q2 2026.
The city will also strengthen its special task force for resolving stalled projects, chaired by the Chairman of the HCMC People’s Committee, with a Vice Chairman serving as deputy head.
The plan is based on directives from the Central Government and aims to remove legal bottlenecks, unlock investment resources, and support economic growth targets, including double-digit growth ambitions.
HCMC aims to resolve 100% of projects under the Steering Committee 751 and substantially complete the handling of all cases under its authority within the year.
The city will focus on resolving issues related to planning, land use, investment, construction, financial obligations, inspections, and legal procedures, while also proposing legal amendments for issues beyond its authority.
The resolution of stalled projects must ensure compliance with Party guidelines and legal regulations, avoid legitimizing violations, and prevent new violations from arising. It must also balance the interests of the State, businesses, and citizens while minimizing disputes and waste.
